You were not barking up the wrong tree, I think this was the key to sealing it. I was putting the seal on dry and I think it was getting dragged into the tank when I pushed the sender unit into place. I put a smear of grease on it and it seems to have sealed it, so thanks

top of the fuel tank must be distorted then or the tank is being pressureised

It can also leak up past the terminals in the plug for the fuel pump , but you would know if it was that as the area around the plug fills up with fuel.

When you removed the carbon can what did you do with the 3rd metal pipe in the engine bay? Did you vent the tank at the back, into the wheel arch?
Yes, the 3rd line is vented into the wheel arch. I'll take the panel off again and check for cracks.

You could seal the lines off and pressurize the tank to test Andy?

New seal fitted and it's leaking as bad as ever

Think about it this all seems to have started when I took the carbon canister off. The tank seems to be breathing properly, there is no rush of air when you remove the filler cap so I'm not sure if this is related or not.

Anybody any ideas as to what would cause this?
