The container should be filled to the lower mark if the bomb is charged and the Wheels are central, if the steering rack is extended on full lock (Cant remember which way) and the bomb is charged then as the steering is turned back this will cause the bottle to raise to just about the cap, then if the bomb is discharged aswell it will overflow, there is no other reason for it, if air was dragged it then it would work its way through and bubble out as it is a self priming system.
The only other possible source of excess fluid could only come the brake and clutch reservoir. (at some point the hydraulic fluid must act on the brake fluid to provide assistance). So unless your loosing lots of brake fluid then the system must be overfilled. I have done it twice before, and it makes a lovely mess.

Can I just ask how to "charge the bomb" ? I am needing to sort my level out in the PAS reservoir. Also do you need the engine running or switched off ?
The PAS pump is 2 pumps in one, so when the engine is running it charges the bomb, once the bomb is charged to around 140 bar the fluid passes over a relief valve back to the reservoir. To set the level point the wheels straight ahead, switch off the engine and have an assistant slowly pump the pedal hard (emergency stop hard). And with you under the bonnet watch the level raise as he lets his foot of the pedal, it takes a good 30+ heavy squeezes to empty the bomb and this is signified with the brake pedal going firm. Now correcrt the fluid level to the top mark in the bottle, start up the engine and watch the level drop as the bomb re-charges--you will get a Beeep and a warning saying you have lost brake pressure but it will go out once re-charged.
