Mmmm!
Guess there is nothing to lose by trying to tighten it. Get the correct figure. Its usually around 200 lbs/ft or so. From the state of it it doesen't look like someone has been there before. Obviously if there were signs of something being replaced that would be encouraging.
I have had something similiar before when the cv had been pulled from the driveshaft after a full droop episode! The securing circlip had been dislodged so the cv had walked along the driveshaft a tad.
Other than that there is possibility of cv/bearing problem. You will not be able to discern the state of the bearing until the cv is removed. The hub should have no slop whatsoever.
The bearing seems totally fine from testing it and visual inspection in terms of not having slop or play at all but like you say I really need to get it stripped down if it is torqued correctly??!
Will post back on the new thread I started re the hub issue cheers
