Is it still possible to read prj mode ECU with VCDS?

Go to device manager, select Ross-tech direct, update driver and change the driver to the "with VCP" option.
Or when installing VCDS uncheck the "install USB drivers" option.

The values you are seeing are completely normal, the only thing that gets updated with engine not running is the throttle position.
