Nip, you can run RS2, 2871 or 3071 turbo on a standard bottom end but just make sure that the tuner is aware of the torque (and therefore boost) limitations and maps accordingy, it's all just a bit closer to the limits. You can run a standard RS2 setup or a standard RS2 remap, there are many mapped RS2s on stadard bottom ends.
Swapping the rods is not a bad idea. It's also a good oportunity to make sure the HG is new, fit some ARP head studs and get the bottom end balanced and a SM flywheel on there so that it runs sweet as a nut. Oh, and get the head flowed and rebuilt. It'll double your budget but you'll get 400+ rather than a limited 350... just my 2p.
