I suspect that Ford (bless them) had to use the same sized turbo in the RS Cossie Escort for homologation reasons... And wisely decided to detune it for street/emissions purposes to make it legit... Then it gets a software upgrade by subsequent owners to hit 300bhp and more.
Not unlike what Audi & Porsche did with the S2 and RS2 - both cars have much more performance ability on tap at safe operating levels with a pure software upgrade (homefry/remap whatever) - but of course Audi wanted to be sure they could run starship mileage on these engines and minimise emissions so they played it very safe with tuning.

But that was my point for there 227 bhp it is a bit of a worse case scenario: laggy without the top end to compensate. Audi did make that better for road going. But it does gives the Ford the edge in easy tuning...
For what reason? Old technology? Unreliable? Too small for 350 bhp? Bad spool up?
Not bad for beeing a finne
