Checked DV and ir holds vacuum ok.

I moved timing belt as well.

Also, checked PCV system and clip on the small one way valve wad loose so I did that up, and put new clips on few more vacuum lines. Noticed temperature is now just over 90 (88 on 51st channel on climate control panel) and I done see full boost in 3rd (3rd@4200 ish rpm max boost before)

After hour of looking I found the TDC mark on flywheel, when that was lined up bottom mark was way out, so now cam and flywheel mark is aligned but it still seems sluggish. 60mph@6th gear and I'm getting 15mpg.

The fact that the crank pulleys new is no guarantee. Cam pulley is not usually a problem.

Lower crank pulley is new, same goes for bolts. Have had cam pulley off and that wasn't cracked.

It is possible that the key way on the crank pulley has sheared, allowing the sprocket to move and alter the timing. So when you set it to the marks it is out.
I have had this myself in the distant past. I only found this when I done my first cambelt change. The keyway had sheared half way through, and had moved a couple of degrees. the ECU is cleaver enough to compensate, and keep the car running.
I am not saying this is your problem, only that its possible.

When I left yours with split in the intercooler hose it was running much better. It was light on throttle, slight push on it in 6th gear and it just took off. I was getting 15mpg on 6 mile round trip to work which I was OK with as most way engine wasn't upto temperature.

So I guess it's bit running after I put it back together.

The other day I used climate control channel 51 and it was on 92 degrees.
