I might be barking up the wrong tree but, have you tried lube on the seal ? like you would with an oil filter say - help the seal to seat

top of the fuel tank must be distorted then or the tank is being pressureised

You were not barking up the wrong tree, I think this was the key to sealing it. I was putting the seal on dry and I think it was getting dragged into the tank when I pushed the sender unit into place. I put a smear of grease on it and it seems to have sealed it, so thanks
