The good news is that the cams are turning.
I have no marks on the outside of the sprockets. Only inside.
At TDC like this.
There is a little slack in the chain but it’s in good condition.

Good news the cams turn! I'm not seeing the marks (circles) though... Maybe ABY is different and someone will come along and clear things up but photo of cam sprocket marks on my 7a are like this. Facing each other and level with top edge of head. Yours are away from each other?

I think you might be 180 degrees out. Do another turn on the crank so the circles face each other then see if the o mark on flywheel is lining up with cutout on gearbox. I think you might be at bottom dead centre on number 1 in your pic...
Correct me if I’m wrong but your cams are out of timing both the marks on the back of the cams should be gaceing each other down the centre of the head
Yes, turn the crank another 180 (in the normal direction of rotation so you take up any backlash ) and double check all the marks again.

So I don't fully understand. With the two o marks on the chain sprockets in the centre next to one another indicating TDC the flywheel line is also indicating TDC, so should be good. Why is the top cambelt sprocket so far off?

Yes, it seems the cam sprocket has slipped a complete 180 from where it should be.
This means you still get the pin and the hall window lining up so the fuel pump runs.
But the timing is 180 out
This is a complete fluke of the worst kind
