Dave I know this may sound daft but have you put new bulbs in your clocks and checked they work .

It is easier if heater cables are in place. Maybe even impossible if some of the flaps cables have been disconnected from the heater flaps.
Remove all the knobs, 2 screws hold the heater faceplate, then underneath 4 screws hold the heater plate to the center console.
Install in that order: heaterbox with cables-> dashboad-> screw in the center console-> screw in the heater plate> heater faceplate, knobs.
Center console also has 4 screws for mounting, you mast remove the air guides to access the top screws, lower screws hide behind the heater faceplate.1989 Audi 80 Quattro

Heater box with cables and all the controls can be fitted as one lump.

Remove the control box from center console, connect bowden cables to heater box, verify that all the flaps move correctly, then install dash.

Although your heater box is already in.
Definitely fit the cables and controls to it before anything else goes in under the dash.

Dont remember if you can remove the lower part which directs air to the floor without removing the heater box completly. Two bowden cables go between those two parts. Two other bowden cables are easy to fit.1989 Audi 80 Quattro
